This is Kettuil. A rather odd fellow with all kinds of strange to add to it. He’s the director of psychology in the medical director board, but unlike his colleagues, he doesn’t wear his uniform or even the color red. He used to be a medical examiner, and before that, he was a soldier for a different government during a hostile alien war. Unfortunately, he was severely injured, and his wings were amputated improperly. This has caused irreparable damage to connective wiring similar to nerves in his dominant right arm, and some memory loss from the trauma. The damage is still ongoing, sadly, and not long after helping to bring justice to the most notorious serial killer of recent history through their hundreds of victims, his arm started to tremor uncontrollably and it lost strength. So, in his curiosity as to why such an evil could exist, he pursued psychology in an effort to not only better understand, but to perhaps prevent such a thing from happening again. And in perhaps shame, he often hides his arm behind his back.
He doesn’t talk much about his home or where he came from, and he’s even suggested Kettuil isn’t his real name, but he’s earned his place so nobody feels its important enough to drill him about it. When not working, he often stares up at the sky, hangs out on high rooftops, is always late to meetings, has a very weird sense of humor, and occasionally visits with his adopted now adult child. The bracelet on his good hand was made by his child for him when they was still a kid, and he treasures it so much that no matter how worn or ragged it gets, he will not remove it.
